Accounting issue

I apologize in advance if my questions seem ignorant and naive. So, the ZIA is open, and accounting is done using electronic and mechanical meters, but it's internal. How can I set up this accounting for accounting purposes? I'd like the daily revenue to be somehow confirmed by meter readings, but I really don't want to show the actual numbers (the ones shown on the meters). Furthermore, the administrator (who receives money and pays winnings) must somehow account for the funds they spend (the winnings they issue). Should they really be required to prepare a cash advance report every day, and what if they include the winners' full names in it?
